I could come up with skills. It would depend on who owns the library first - a merchant would have skills such as World Lore and Evaluate. A wizard would have skills such as Languages and a priest would have Religion Lore. I guess I would have to think up the types of people who would own books.
Also, bonuses can go to +6 maximum (like skills)
