Perhaps before the break-up of Irritarria there were more sophisticated social structures, e.g. Atlantis and it's colonies on the mainland. As a side-note I see parallels with Robert E. Howard's Thurian Age (i.e. Pre-Hyboria) with its pre-cataclysmic Atlantis-dominated political map.
