I think in a fight, you use anything you can think of and I am sure that using shields as weapons grew from that - I bet everyone did it, from Shield biting berserks through to Hoplites and anyone else in the right situation. This leads on to an image I have always had in my mind of the spear thrown through shield tactic to weigh the shield down and tread on it if possible too. Maybe controlling a shield like this was as much about you preventing your foe from hurting you with it ( and in general) as it was about them defending themselves.

How about less damage but with an optional push of some sort to unbalance a foe, this would be a way of evening the odds temporarily ( a bit at least) against larger numbers of foes where the damage result on a knock back equates instead to the numbers of rounds a foe is out of combat - recovering weapons or picking himself up off the floor (I would see this as either you opt for some damage or you try to push them over, not both). I think Legionnaire in a shield formation wold be less likely to lift his shield and try and slice someone with it then he would maybe to thrust against them and keep formation but push them over.

This could be replaced with Arrow Cutting in far eastern/Samurai style cultures where shields might not be so prevalent. thinking about it though, wouldn't Swashbuckler allow dodge against this if you didnt have a shield? If so fighting defensively could still be plausible without a shield against missile attacks perhaps.
