Magic is present, but casting spells is used as a plot device

This is very similar to how magic worked in earlier versions of the Pendragon RPG, where magic was mainly a plot device and no spellcaster pcs were available. This was altered in later editions, but even then the cost of casting was expensive took a long time and could take years off the wizard without careful preparation of talismans amulets etc. admittedly Pendragon England is a high magic Arthurian setting (see also Excalibur movie for how magic drains the life out of Morgana).But in low magic the costs would probably enough to discourage pc spellcasters as it would drain both skill stamina and luck heavily and possibly permanently. Wielding such power has consequences
